PROBLEM/ISSUE STATEMENT

W.O. 14-01, Schedule 2, Sanitary Sewer Main Replacement Projects will replace sanitary sewer mains, a short section of storm sewer, and make related improvements.  All work is bounded by North 27th Street, North 32nd Street, 6th Avenue North and 9th Avenue North.  Base bid work consists of approximately 3,700 feet of 8-inch sanitary sewer main replacement.  Zone 1 work consists of approximately 225 feet of 18-inch and 150 feet of 12-inch storm drain replacement. The 2014 Sanitary Sewer Replacement Projects were bid on April 29, 2014.  Staff recommends that the Base Bid and Zone 1 of Schedule 2 be awarded to COP Construction in the total amount of $1,329,899.00.

ALTERNATIVES ANALYZED

The Council may:
  • Award a construction contract for W.O. 14-01, Schedule 2 in the amount of $1,329,899.00; or
  • Do not award a construction contract for W.O. 14-01, Schedule 2.  If these projects are not constructed, the City's sanitary and storm sewer collection systems in these areas will continue to experience ongoing maintenance problems.

FINANCIAL IMPACT

Bids were received for Schedule 2 of W.O. 14-01 and the following table shows the results for the Base Bid sanitary sewer replacement work and the Zone 1 storm sewer replacement work:

Funding for the project was budgeted in FY2014 and the sources are sanitary sewer funds and storm sewer funds.  A summary of the funding is as follows:

RECOMMENDATION

Staff recommends that Council award a contract to COP Construction for Schedule 2 of W.O. 14-01 for the sum of the Base Bid plus Zone 1 in the amount of $1,329,899.00.
