PROBLEM/ISSUE STATEMENT
W.O. 12-43 Back-up Power Phase III will provide backup power to the Voelker, Willett, and Leavens Pump Stations in the City's water distribution system. Electrical upgrades to the Chapple Pump Station will also be completed as part of the project. In the event of a power failure at these pump stations, it is critical that they continue to operate so that the distribution system does not have water shortages. The project was advertised on May 8th, 15th, and 22nd in the Billings Times and on the City's Website. Bids were opened on May 27th, 2014, and three bids were received. CEI Electrical Contractors submitted the lowest responsible bid.
ALTERNATIVES ANALYZED
The Council may:
- Award Work Order 12-43; Back-up Power Phase III to CEI Electrical Contractors in the amount of $477,250.00; or
- Do not award Work Order 12-43. If not awarded, the City would need to re-bid or cancel the project, in which case the distribution system may experience water shortages in the event of a power outage.

RECOMMENDATION
