Resolution Allocating $25,000 City Council Contingency Fund Transfer to High Sierra Disc Golf Park

PROBLEM/ISSUE STATEMENT

During June 2010 discussions on the Pioneer Park disc golf course, it was reported that Sky View High School students were using the Pioneer Park course in addition to students from the nearby Senior High School.  Interest subsequently was expressed in creating a course closer to Sky View High School at High Sierra Park in the Heights.  On May 24, 2011, members of a Sky View government class presented to the City Council the results of a study and two public hearings held by the students that recommended amending the High Sierra Park Master Plan to include disc golf as an amenity.  On June 13, 2011, City Council approved Resolution No. 11-19062, approving the amendment.

In April 2014, Parks, Recreation & Public Lands (PRPL) staff made a presentation to the Council on two options for development of a High Sierra disc golf course north of the Wicks Lane Extension and across the street from High Sierra Park.  A minimal development of 12-20 acres using existing topography and vegetation was projected to cost $68-75,000; a full development with water would cost $1-1.7 million.  Currently, the department has $3,000 toward the project, but it was discussed that volunteer labor and fund-raising might be used to offset some costs.

On May 12, 2014, the Council approved two initiatives distributing the $35,000 balance of its Fiscal Year 2014 (FY '14) Council Contingency fund.  The projects included the transfer of $25,000 to finalize the disc golf layout, create a master concept and purchase equipment.

Because FY '14 ends June 30, 2014, approved funds will be carried over to the FY '15 PRPL budget to allow a more thorough development of the project and the ordering of equipment.

ALTERNATIVES ANALYZED

The City Council may:
  • Approve the transfer of $25,000 from the FY '14 Council Contingency Fund to FY '15 PRPL funds to complete planning of the High Sierra Park disc golf course;
  • Amend the amount to be transferred; or
  • Take no action on the transfer, which means the FY '14 Council Contingency funds will roll back into the unbudgeted General Fund reserve.

FINANCIAL IMPACT

If the City Council Contingency Fund is not approved, the completion of the High Sierra Park disc golf course master concept will not be completed and development of the project will await future budgeting, fund-raising and volunteer efforts.

If the transfer is approved, the project still will need another $40,000 or significant volunteer effort to complete the minimal development effort.  Staff believes that it can purchase baskets for the course out of the $25,000 allocation, when combined with the previously available $3,000.

RECOMMENDATION

Staff recommends that the City Council adopt the attached resolution, authorizing the allocation of $25,000 from the FY '14 Council Contingency Fund to FY '15 PRPL funds to complete planning and begin equipment acquisition for the High Sierra Park disc golf course.
