PROBLEM/ISSUE STATEMENT

On March 4, 2008, City Council approved reallocating CDBG funds from an initial allocation to renovate the Galles Building, toward providing a restroom building at the Skate Park, utilizing a  pre-cast concrete building that is pre-engineered, pre-wired and pre-plumbed.  The concept was to provide a permanent, vandal-resistant, fireproof building connected to public water, sewer and electrical utilities with separate mens and womens sides that would serve all visitors to the Skate Park site.  Additionally, a Historic Review required by CDBG of the project determined that the restroom structure should incorporate a flag stone like appearance and a two tone color scheme to aesthetically blend with the other historic structures in the downtown area.

Parks Department staff investigated the cost of a pre-cast restroom with several manufacturers and determined that the best combination of cost and design was provided by CXT Precast Concrete Incorporated from Spokane, Washington.  Additionally, Parks staff, acting as the general contractor, solicited formal quotes from local contractors for the installation of water service, electrical service, and sewer service to the building. Other portions of the complete project included preparation of an aggregate compacted base for the bathroom, reconfiguration of the irrigation system in the area in which the restroom is placed, and installation of a sidewalk to the bathroom and landscaping around the bathroom once installation is completed. Quote price for the restroom building was $45,735. Estimated cost for the complete project was $84,650.

At the regular City Council meeting of January 9, 2010, staff presented the Skate Park restroom proposal to City Council.  After much discussion, City Council asked staff to re-evaluate the Skate Park restroom proposal and look at several other alternatives besides the one presented.

ALTERNATIVES ANALYZED

The Council may:

  • Decide to not build a restroom at the Skate Park site;
  • Install a pre-cast concrete building with a vault holding tank not connected to public utilities, although state codes require connection when a facility is within 200 feet of a sanitary sewer;
  • Install a two room, pre-cast concrete building connected to public utilities with separate mens and womens restrooms;
  • Install a one room, pre-cast concrete building connected to public utilities with a unisex restroom; or
  • Construct on-site a two room, concrete block building with wooden truss rafters and shingles with separate mens and womens restrooms.  The roofs of such buildings may be susceptible to fire.

    Alternative 1: The original conceptual plan for the Skate Park, which was completed in 2001, included a restroom/concession building. Since then, several studies and plans have indicated the need for a restroom at the Skate Park.  A park use survey conducted in 2007estimated that 10% of Billings's households visited the Skate Park at least once during a sixth month period making it a high use park. The current restroom installation plan supports the City’s ten-year plan to impact homelessness, Welcome Home Billings (approved by City Council in October 2009), as the plan calls for more public restrooms downtown.

    Alternative 2: Installing a vault toilet at the Skate Park is not allowed under Part II-Building Sewers, Section 713.4 and 713.5 of the State of Montana Uniform Plumbing Codes.

    Alternative 3: This alternative provides for the best mix of cost and design for the restroom facility.  Having separate male and female rooms provides the best sanitary conditions for both male and female users. Additionally, a pre-cast concrete restroom provides a greater level of vandal resistence, attractiveness, and  is fireproof.  Funds remaining from construction could be used to further improve the Skate Park site with picnic tables, shade trees and informational kiosk that could be used by visitors to the Billings downtown area. Additionally, if it is ever determined that there is another use for the Skate Park area or that a restroom is no longer needed there, the complete building can be moved in its entirty to another park location.

    Alternative 4: This alternative provides all of the features described in Alternative 3 except that it would be a one room unisex configuration.  Additionally, if it is ever determined that there is another use for the Skate Park area or that a restroom is no longer needed there, the complete building can be moved in its entirty to another park location.
    The use by both males and females may not provide the best sanitary conditions in this high use park especially for female users.

    Alternative 5:  This alternative would construct on site a concrete block, wood truss, shingled structure, designed by an architect and formally bid as a complete project including the building construction, utility installation, sidewalk installation and finished landscaping.  A concrete block building constructed on site is more costly and would not provide the level of vandal resistance, ease of maintenance and fireproof qualities as a pre-cast, pre-enginered restroom. Additionally, if it is ever determined that there is another use for the Skate Park area or that a restroom is no longer needed there, this type of building would have to be demolished as it is not moveable.

FINANCIAL IMPACT

$80,000 of CDBG funds and $50,000 in Park Bond Issue funds are available for the project. The General Fund would not be impacted as no General Fund dollars would be used.  The initial cost estimate to install the pre-cast concrete building that is pre-engineered, vandal resistant, fireproof, contains separate male and female rooms and all utilities, irrigation system repairs and sidewalk installation is as follows:

RECOMMENDATION

Staff recommends that the City Council approve Alternative 3 - Installation of a pre-cast concrete restroom containing separate male and female restrooms and the installation of the necessary public utilities including water, sewer, electrical and re-configuration of the irrigation system and installation of a connecting sidewalk.
