PROBLEM/ISSUE STATEMENT
The purpose of this project is to reconstruct Poly Drive from 32nd Street West to 38th Street West. This includes widening Poly Drive to a 2-lane section with on-street parking, on-street bike lanes, curb and gutter, sidewalk on both sides and rehabilitation of the sanitary sewer main. Staff requested the services of an engineering firm to provide design and construction administration services for the project, and DOWL HKM was selected through the Request for Proposals (RFP) process. Other firms considered were KLJ and Sanderson Stewart. The contract amount is $271,460.
ALTERNATIVES ANALYZED
The Council may:
- Award the Contract for Professional Services to DOWL HKM; or
- Do not award the contract. If the contract is not awarded, the reconstruction of the road will be delayed.
FINANCIAL IMPACT
The cost of design services is $271,460. The Capital Improvement Plan (CIP) includes $2,125,000 of arterial fees and $200,000 of SID Bonds in FY 2015 for design and construction.
RECOMMENDATION
Staff recommends that Council authorize the Mayor to execute a Contract for Professional Services with DOWL HKM for $271,460 for engineering design.
