Council Contingency Allocation to North Elevation Neighborhood Historic Registration

PROBLEM/ISSUE STATEMENT

The City Council agreed at a Sept. 15, 2014, work session to consider allocating $2,000 to help enroll the North Elevation Neighborhood on the National Register of Historic Places.  A resolution making the allocation (attached) is required to be adopted under the City Code.

The Yellowstone Historic Preservation Board's work plan has for five years included listing of the North Elevation Neighborhood on the national register.  An archive workshop was held almost a year ago, and the preservation board worked with the North Elevation Task Force to identify 128 properties to be included in the application, which will go through both the State and Federal governments.  Residents were enthusiastic about the project.

The North Elevation Neighborhood would become the first residential area in Billings to be listed on the register.  The Billings Original Town site and the Old Towne Historic District are the areas already listed in Billings.  The listing would not place any restrictions on remodeling or other activities in the neighborhood.  It will give the area a sense of history and pride, which may improve property values.

The area roughly runs from 12th Street North to Beverly Hill, then down an alley between Parkhill and North 32nd Street, then down Avenue B from North 30th Street to North 27th Street.

ALTERNATIVES ANALYZED

City Council may:
  • Approve the Contingency Fund Allocation of $2,000, or;
  • Not approve the allocation, which means there would be insufficient funds to complete the project.
 

FINANCIAL IMPACT

It will cost $17,500 to hire a consultant to complete the State and Federal application process.  The Historic Preservation board has received $12,000 in grants for the process, and will contribute $3,500 in in-kind costs and copying. The City Council match of $2,000 will enable all 128 properties to be put on the register, which is a significant addition.

The Council Contingency for Fiscal Year 2015 is $65,000, and $168.92 has been spent so far on Community Conversations.

RECOMMENDATION

Staff recommends that Council allocate $2,000 from Council Contingency to the North Elevation Neighborhood grant application for listing on the National Register of Historic Places.
