The reconstruction of 7 tennis courts in Pioneer and Castlerock Parks was planned for the Park District #1 in FY2014.  Funding was approved in FY 14 but the last half of the assessments are paid in June, the month that the fiscal year ends.  A budget amendment will be requested later this year to include this project in the FY15 budget. This project is intended to re-build the upper 3 Courts at Pioneer Park and 4 courts at Castlerock Park.    It is proposed to construct these courts with a post-tensioned concrete surface designed for longevity, reduced maintenance and a superior playing surface. Due to the specialty nature of this work, engineering services are needed.  A Request for Proposals was issued and 3 firms responded.  A selection committee met to evaluate the submittals and Hellas Construction from Austin Texas was selected.  A contract for professional services was negotiated for $57,000.00. A copy of the contract is available for review in the City Clerk's Office.  If the contract is approved, engineering design will commence immediately.  Construction is projected to take place in early spring 2015.

City Council may:

• Approve the contract with Hellas Construction for professional design services, or;
• Disapprove the contract and provide staff with additional guidance.

This project was approved In the FY14 Budget.  Second half of the year assessments funded the project but the expenses could not be committed and encumbered prior to year-end.  Staff will request a budget amendment later this year to change the project and its expenses to the FY 15 budget. 

Staff recommends Council approve the contract for professional engineering services with Hellas Construction for $57,000.
