PROBLEM/ISSUE STATEMENT
The fiscal year (FY) 2015 budget for the Solid Waste Division includes funding for the purchase of a new compactor for the landfill to replace an existing compactor (Unit #242) currently in use. This new compactor is included in the Equipment Replacement Plan (ERP). This unit is used to compact solid waste that is placed in the cells at the landfill. Specifications were developed by the Solid Waste Division staff. A call for sealed bids was published on October 9, 16 and 23, 2014 and bids were opened on October 28, 2014. Three bids were received.
After requesting the compactor bids, the landfill dozer was severely damaged by an engine fire and must be replaced. Staff recommends that all bids for the compactor be rejected and the funds for the compactor be used for a new dozer instead. This dozer is listed in the Equipment Replacement Plan (ERP) to be replaced in FY 2018. Instead, it is anticipated that the existing compactor will be used until 2018 and replaced at that time. In essence the compactor and dozer will be switched regarding funding and the ERP. Advertisements for bids on a dozer will go out in the near future if all bids on the compactor are rejected. A dozer is required at the landfill to move material to cover the active cells each day.

ALTERNATIVES ANALYZED
The Council may:
- Reject all bids; or
- Accept a bid based on the bids submitted. If Council accepts the bid, staff will not be able to request bids for a new dozer.
FINANCIAL IMPACT
The Solid Waste Division's FY2015 budget includes adequate funds to replace the existing compactor. The City received three bids as outlined below. Note that the City also received one bid to purchase the existing unit that did not include a bid for the new unit. This bid is not being considered or listed.

RECOMMENDATION
Staff recommends rejecting all bids for the purchase of the new compactor and moving the funding for the compactor to the replacement of the dozer.
