Bid Award - 2015 Hydraulic Sewer Jet/Vacuum Cleaner

PROBLEM/ISSUE STATEMENT

Bids were received by the Distribution and Collection Division of the Public Works Department on November 25, 2014, to purchase a current model 2015 single engine combination sewer jet/vacuum cleaner. This unit is used to clean sanitary sewer lines and lift stations.  This purchase is included in the Public Works Department's FY2015 budget for replacement of this vehicle and is also included in the approved Equipment Replacement Plan (ERP).  The existing truck will be traded in on the new unit.  The City received two bids.

ALTERNATIVES ANALYZED

City Council may:
  • Approve the purchase of the 2015 sewer jet/vacuum cleaner from Titan Machinery, Inc. in the amount of $323,885.00 which includes Alternates 1, 2 & 3, and full 5-year warranty and a trade-in value of $40,000.00, or;
  • Disapprove all bids and not purchase the 2015 sewer jet/vacuum cleaner.  If the bid is not awarded the Public Works Department will continue using the existing unit that is at or near the end of its useful life.

FINANCIAL IMPACT

The bid was advertised on November 13 and 20, 2014. There is sufficient funding in the FY2015 budget for the Wastewater Replacement Fund to cover the award. Two bids were received on November 25, 2014 as follows:

Alternate 1 is for Vapor Rooter attachment that allows the Vapor Rooter product to be used with the machine for root control.
Alternate 2 is for a submersible trash pump in the debris tank on the truck.  This allows crews to pump out the tank on the truck instead of having to dump out the entire tank at one time.
Alternate 3 is for a nozzle and root saw for the unit.

RECOMMENDATION

Staff recommends that Council approve purchasing a 2015 single engine combination sewer jet/vacuum cleaner from Titan Machinery, Inc. in the amount of $323,885.00 which includes a Base Bid plus Alternates 1, 2 & 3, and five-year warranty, less trade-in value for the existing unit.
