PROBLEM/ISSUE STATEMENT
Council and the Mayor are asked to consider authorizing and executing a construction contract to install a 36-inch diameter steel casing pipe below and across the Billings Bench Water Association (BBWA) Canal near the west end of Parkhill Drive. This casing is being installed before the water is in the ditch and will be used for a future water main construction project.
Because the BBWA plans to begin operating the Canal by April 15, the company requires that the Canal be crossed by April 1; therefore, it is necessary to install the steel casing pipe under the Canal as soon as possible. In addition to evaluating bids on the base work needed to cross the Canal, bid prices have been evaluated for additive alternates that would extend the casing further beyond the Canal and under a large storm drain and sanitary sewer main, add structural backfillband add flowable fill. Each of the additive alternates are being recommended because they result in a better finished product and are within the budget set aside for this portion of the project.
This project will facilitate the future installation of a 24-inch water main through the steel casing during planned subsequent project work that would extend a redundant water main approximately 6,800 feet to Staples Pump Station. The future water main construction project is currently on schedule for a late March bid opening.
