PROBLEM/ISSUE STATEMENT
On February 1, 2010, subdivider Richard Chapman applied for preliminary minor plat approval for Mattson Acres Subdivision, Amended Lot 14. The proposed subdivision creates four lots from a 1.01-acre tract of land. The subject property is located between Mattson Lane and Lambrecht Lane on the east side of Main Street, just north of the Walmart store in the Heights. The property currently has one single-family home on its south side, and is zoned Residential-6000 (R-60). The representing agent is EEC, Inc.
ALTERNATIVES ANALYZED
State and City subdivision regulations require that preliminary plats be reviewed using specific criteria, as stated within this report. The City may not unreasonably restrict a subdivider’s ability to develop land if the subdivider provides evidence that any identified adverse effects can be mitigated. The City Council will review the preliminary plat and:
- Approve;
- Conditionally approve; or
- Deny the proposed subdivision and variance request.
FINANCIAL IMPACT
Should the City Council approve the preliminary plat, the subject property may further develop, resulting in additional tax revenues for the City.

A public hearing is not required for minor subdivisions. However, any interested party may review the proposal and make comments. The Planning Division has received no public input on this proposal at the time this staff report was completed.
