The fiscal year (FY) 2015 budget for the Solid Waste Division includes funding for the purchase of a new Compactor for the landfill.  Recently, a dozer at the landfill was severely damaged by an engine fire that has rendered it inoperable.  As a result, staff is recommending that the funding for the new Compactor be shifted for the purchase of a new dozer.   This dozer is listed in the Equipment Replacement Plan (ERP) and was scheduled to be replaced in (FY) 2018.  The existing compactor will be replaced in (FY) 2018.  The compactor and the dozer are being switched regarding funding and the ERP.

The dozer is used to move material to cover active cells each day, which is a requirement of the Montana Department of Environmental Quality.    Specifications were developed by the Solid Waste Division staff.  A call for sealed bids was published on December 25, 2014, January 1 and 8, 2015 and bids were opened on January 13, 2015.   Two bids were received.

The Council may:

• Award the bid as recommended; or
• Not award the bid.  If not awarded the dozer will not be purchased, severely affecting landfill operations.

The Solid Waste Division's FY2015 budget includes adequate funds to replace the Dozer instead of the Compactor.  The City received 2 bids as outlined below.  WHC put in a bid to only purchase the used Dozer.

Staff recommends the City Council award the lowest bid to Tractor and Equipment Company in the amount of $596,917.00 for the new unit, the one year service warranty and trading in the existing Dozer that had been damaged.
