W.O. 15-21--Logan Reservoir/Pump Station, Professional Services Contract with HDR Engineering, Inc.

PROBLEM/ISSUE STATEMENT

This project will create additional water storage for Zone 5 (Airport vicinity) and potentially implement storage and pumping improvements associated with Zone 6 (area west of Airport and north of Hwy 3).  A feasibility study will be completed first to determine the optimal size, location, and type of reservoir to be built as well as whether or not a new pump station is necessary or feasible.  The initial scope of work covers only the feasibility study; a subsequent contract amendment will cover remaining professional services (design, bidding, construction management, etc.) relevant to the decisions made from the recommendations of the feasibility study.

Proposals were requested from qualified consulting firms to provide the required professional services.  Three firms responded to the Request For Proposals, and HDR Engineering was chosen as the preferred consultant.

ALTERNATIVES ANALYZED

The Council may:
  • Award a Professional Services Agreement to HDR Engineering (HDR); or
  • Do not award an agreement to HDR.  If this agreement is not approved, the project will be delayed.

FINANCIAL IMPACT

The project budget includes $3,500,000 approved in the FY 2015 budget and will be funded with a SRF loan and supplemented with water funds.  The contract is in the amount of $74,800.00.

RECOMMENDATION

Staff recommends that Council approve the Professional Services Contract with HDR Engineering, Inc. for W.O. 15-21--Logan Reservoir/Pump Station in the amount of $74,800.00.
