PROBLEM/ISSUE STATEMENT
The current South Park playground equipment has reached the end of its life expectancy. Many play components are worn out and cannot be replaced because the manufacturer either no longer produces them or is no longer in business. Council approved $180,000 of Park District One funds for the project. In 2014 the City received a Land and Water Conservation Fund (LWCF) grant of $75,000, providing total project funding of $255,000. Staff solicited Requests for Proposals (RFP) from playground manufacturers to replace the playground equipment and provide a signature play feature. Staff removed the existing play equipment and prepared the site for the new equipment installation for a project cost savings of approximately $30,000.
RFPs were received for the playground equipment and signature play feature on January 6, 2015. Nine firms responded with 13 options for the playground equipment and 14 options for the signature play feature. A Selection Committee was formed consisting of five representatives from the South Side Neighborhood Task Force, one Park Board Representative and three Staff. Also, nearly 100 students from the Friendship House and Crystal's House Daycare participated in the evaluation process. The selection committee was able to select the preferred signature play feature, but could not agree on the playground equipment. The Committee asked the children from Friendship House and Chrystal's House Daycare to review the top 2 proposals. The Committee then met and voted for the equipment most preferred by the children.
The Committee recommends that Kompan Playgrounds supply the playground replacement equipment and that Berliner Seilfabrik supply the signature play feature. Play Space Design from Salt Lake City Utah is the representative for both Kompan Playgrounds and Berliner Seilfabrik in Montana and it will contract with the City to provide and install the equipment and fall protection for this project. Cost of the replacement playground equipment is $158,800.00. Cost of the signature play feature is $96,086.48, for a total cost of $254,886.48.

ALTERNATIVES ANALYZED
City Council may:
- Approve the contract with Play Space Design from Salt Lake City, Utah, or;
- Disapprove the contract and provide Staff with additional direction.
FINANCIAL IMPACT
Funding for this project comes from an appropriation of $180,000 from the Park District One funds and $75,000 from a LWCF Grant for a total of $255,000. There is no additional impact to the City.
RECOMMENDATION
Staff recommends that Council approve the contract with Play Space Design from Salt Lake City Utah for $254,886.43 to provide all playground equipment, installation and fall protection at the South Park Playground site.
