PROBLEM/ISSUE STATEMENT
The City of Billings Public Works Department was advised by the Montana Department of Transportation (MDT) - Planning Division that the City of Billings is eligible to apply for Montana Air and Congestion Initiative (MACI) program funding for a new sweeper through the State of Montana. The sweeper would be a Large Mechanical or Broom Bear unit which is consistent with the sweepers the Street/Traffic division currently uses. Eligibility for the program is based on certain air quality particulate matter requirements and the City of Billings meets these requirements. Awarding of MACI program funds is based on a number of factors that include, but are not limited to available funding and other applications received. The total cost of this unit is estimated to be $203,100 of which the City would pay 13.42% and the MACI funds would pay 86.58%. The estimated cost to the City would be $27,257 which could change depending on the exact cost of the unit. Two sweepers are included in the Equipment Replacement Program (ERP) for replacement in FY 2016. If the City receives this funding, the new sweeper will replace one of these two sweepers.
ALTERNATIVES ANALYZED
The City Council may:
- Authorize staff to make an application for the MACI funding for a new sweeper that includes City funding of 13.42% and MACI funding of 86.58%; or;
- Not approve the application for the new sweeper and the Public Works Department will bid and pay the full price for a new sweeper in FY 2016.
FINANCIAL IMPACT
Through this application, the Street/Traffic Division could receive 86.58% of the cost for a new sweeper. This funding is estimated at $175,843.98 which could change depending on the exact cost of the new unit. The Public Works Department will provide funding for the remaining 13.42% of the cost of the new sweeper.
RECOMMENDATION
Staff recommends that the City Council approve submitting an application to MDT for a grant to purchase a new street sweeper with a total cost of $203,100 and authorize the Mayor to sign any subsequent grant document(s) that are required by MDT. The City would pay 13.42% and the MACI funds would pay 86.58% of the machine's cost.
