PROBLEM/ISSUE STATEMENT
The final draft of the FY 2016-2020 Capital Improvement Plan (CIP), the FY 2016 Equipment Replacement Plan (ERP), and the FY 2016 Technology Replacement Plan (TRP) were presented to the City Council at the February 17, 2015 work session. Staff requests that the Council hold a public hearing and consider final adoption of the Fiscal Year (FY) 2016 to FY 2020 CIP, the FY 2016 ERP and the FY 2016 TRP.
ALTERNATIVES ANALYZED
After holding the public hearing, Council may:
- Adopt the CIP, ERP, and TRP as presented; or,
- Take no action which will not allow the items in the CIP, ERP, and TRP to be included in the City’s budget for Fiscal Year (FY) 2016; or,
- Amend the program(s) to include any desired projects and changes, and adopt the CIP, ERP, and TRP as amended; or
- Defer action to a later Council meeting.
FINANCIAL IMPACT
The CIP, ERP, and TRP are financial tools that indicate the City's priorities when the budgets are prepared for the City’s departments. The FY 2016 CIP budget totals $104,708,512. The recommended replacements for the ERP total $7,048,532 for FY 2016. The FY 2016 TRP totals $768,014 of which $355,314 is for capital and $412,700 is for non-capital. Copies of the CIP, ERP, and TRP are on file in the City Clerk's Office.
RECOMMENDATION
Staff recommends that Council approve the FY 2016 to FY 2020 CIP, the FY 2016 ERP and the FY 2016 TRP.
