PROBLEM/ISSUE STATEMENT
Phillips 66 has requested an easement from the City to install a pipeline. The line will cross the Yellowstone River and Mystic Park which is where the City's water treatment plant is located. Phillips 66 would like to begin construction the first week of April.
ALTERNATIVES ANALYZED
City Council may:
- Approve the easement to Phillips 66; or
- Disapprove the easement. If the easement is not approved, Phillips 66 will need to find an alternate route for the pipeline.
FINANCIAL IMPACT
The City typically grants easements in exchange for financial consideration in amounts usually determined by the value of the land. In this case, the City is requesting an easement from Phillips 66 which would have a similar monetary value. Staff proposes that the easements be granted to each party without costs as an exchange versus a purchase.
RECOMMENDATION
Staff recommends that Council approve the easement to Phillips 66.
