PROBLEM/ISSUE STATEMENT
The Ponderosa School Path project is funded through CTEP with the local matching funds coming from the South Billings Urban Renewal Tax Increment Finance District. This project will connect to the existing trail at Kings Green Subdivision and go west to the Ponderosa Elementary School and then west from the school through Ponderosa Park and connecting to the sidewalk along the west side of Orchard Lane near the Sam's Club. The construction period will be for 45 days with a projected start of June 1st. Bids were opened on March 31, 2015. There were 3 Contractors who submitted bids. However, two Contractor's bids were deemed incomplete due to failure to properly fill out all required bid information. They were Millennium Construction the lowest bidder and J & J Concrete the highest bidder . CMG Construction submitted a complete set of bid documents with a base bid of $182,295.00. See Bid Tabulation Attachment A. Total funds available for construction are $187,110.00. With no funding available for additive alternates 1 and 2, they will not be accepted.
ALTERNATIVES ANALYZED
The City Council may:
- Accept the bid from CMG Construction for the base bid of $182,295.00; or
- Reject all bids and provide direction to staff.
FINANCIAL IMPACT
Funding for this project comes from CTEP in the amount of $196,922.78. The local matching funds are coming from the South Billings Urban Renewal Tax Increment Finance District in the amount of $29,787.22. The total project amount is $226,710. Professional services to design and do construction administration are $39,600. Total funding available for construction is $187,110. There will be no financial impact to the City.
RECOMMENDATION
The Billings Parks, Recreation and Public Lands Department recommends awarding the bid to CMG Construction, Inc. for the base bid amount of $182,295.00.
