PROBLEM/ISSUE STATEMENT

Phillips 66 wishes to donate $40,000 to the Fire Department to purchase software and equipment to implement a video conferencing system that ties all seven (7) fire stations together. All donations over $500 require City Council approval.  This video conferencing will be used to conduct face-to-face meetings and training among all fire stations in real time. 

One of the most significant benefits will be that the majority of training can be conducted while crews and equipment remain in the individual fire stations.  The current practice is for crews from 2-3 stations to gather at a training site, which requires other stations to cover their own, plus the training crews' service areas.   The system also records the training sessions, which allows those firefighters who are not able to attend the original training to view the training sessions at their convenience. 

ALTERNATIVES ANALYZED

City Council may approve or disapprove accepting the $40,000 from Phillips 66 for the implementation of a video conference system for the Fire Department.

FINANCIAL IMPACT

The Fire Department will not purchase the video system without the donation.  City Council policy allows the City Administrator and Finance Director to amend the budget after City Council accepts donations. 

RECOMMENDATION

Staff recommends that the City Council accept the $40,000 donation from Phillips 66.
