PROBLEM/ISSUE STATEMENT
The roof at Fire Station #1 is at the end of its life and in dire need of replacement. Numerous leaks are occurring and the roof was evaluated for replacement. Numerous options were looked at but the current roof overlays an old built-up roof and both layers must be removed. The ballast will be reused and a new and newly insulated EPDM roof will be installed. Removing the entire roof requires bringing the insulation up to current Code. An invitation for bids was published in the Billings Times and on the city's website. The City received four(4) qualified bids.
ALTERNATIVES ANALYZED
City Council may:
- Approve the recommended low bid, or
- Not award a contract and reject all bids. The roof will continue deteriorating and leaking, potentially causing structural damage.
FINANCIAL IMPACT
This item was budgeted for $165,000 FY15 with a SBR. During the design and specification process, it was discovered that the existing roof was laid over a previous built-up roof and therefore all roofing must be removed to deck. There was also the discovery of wet insulation and ABM (Asbestos Containing Materials) on the deck. The amount of insulation has to be brought to code and all of those items lead to an increased project cost. The additional funds of $53,252 will come from Budget Authority within the Fire Department. An alternative was evaluated to delay Section D of the project, a smaller section over the south side of the facility, which is priced at $38,381 for a year or so. It is recommended to not delay as that section will be so much higher priced as a separate project. The roof that is on the Fire Station was an excellent roof, but at almost 25+ years, it is time to replace. This new roof will carry a 20-year, no limit replacement warranty.
RECOMMENDATION
Staff recommends Bid Award to Empire Roofing of Billings, MT for the amount of $178,871 plus Alternate #1 for $38,381 to complete Section D for a Total Award of $218,252 which is the low bid for this project. The other bid amounts were $254,062, $250,372, and $227, 522.
