PROBLEM/ISSUE STATEMENT

W.O. 15-25; 44th Street West Multi-Use Trail, is a Community Transportation Enhancement Program (CTEP) project that will construct a multi-use access path and trail facility along the east side of 44th Street West from King Avenue to the existing trail network within the Shiloh Conservation Area.  The project was advertised on April 30th and May 7th, 14th and 21st in the Billings Times and on the City's Website. Bids were opened on May 26, 2015, and five bids were received.  Council delayed action at the meeting on May 26 to give staff time to evaluate the bids.  Wharton Asphalt, LLC submitted the lowest responsible bid. 

ALTERNATIVES ANALYZED

The Council may:
  • Award Work Order 15-25; 44th Street West Multi-Use Path to Wharton Asphalt, LLC in the amount of $62,927.11; or
  • Do not award Work Order 15-25.  If not awarded, the city would need to re-bid or cancel the project, in which case there would not be multi-purpose paths/trails along the east side of 44th Street West.

The following bids were received and evaluated:

The funding for this project was budgeted in FY15 and the sources are CTEP and Gas Tax funds.

RECOMMENDATION

Staff recommends that Council award W.O. 15-25; 44th Street West Multi-Use Trail, to Wharton Asphalt, LLC in the amount of $62,927.11.
