PROBLEM/ISSUE STATEMENT

W.O. 14-14; Reflections Detention Pond Improvements, is a project that will reconstruct the storm water detention pond located within Reflections at Copper Ridge Subdivision.  Currently the pond is a non-functioning dry pond.  A dry pond collects water, but has no outlet.  This project will reconstruct the pond area to make it a wet pond which means it will have an outlet.

The project was advertised on May 14th and May 21st in the Billings Times and on the City's Website. Bids were opened on May 26, 2015 and three bids were received.  Council delayed action on May 26 to give staff time to review the bids.  Western Municipal Construction submitted the lowest responsible bid. 

ALTERNATIVES ANALYZED

The Council may:
  • Award W.O. 14-14; Reflections Detention Pond Improvements to Western Municipal Construction in the amount of $87,921.00; or
  • Do not award W.O. 14-14.  If not awarded, the City would need to either re-bid the project at a later time or develop another solution to fix the non-functioning dry detention pond.

FINANCIAL IMPACT

The following bids were received and evaluated:

The funding for this project is included in the approved budget for fiscal year 2015 with Storm Drain Funds as the source.  


RECOMMENDATION

Staff recommends that Council award W.O. 14-14; Reflections Detention Pond Improvements to Western Municipal Construction in the amount of $87,921.00.
