The Waste Water Treatment Plant (WWTP) experienced significant damage to various roof components from the hail storms in May, 2014.  This project involves repairing or replacing many of these components, including but not limited to: roof drain covers, roof vents, power roof vent (PRV) covers, aluminum fascia, pipe jacketing, HVAC units, plexi-glass windows, and skylights.  The project also includes installing OSHA approved fall protection on all skylights throughout the WWTP. 

The project was advertised May 21 and 28 in the Billings Times and on the City's website. Bids were opened June 9, 2015.  Staff requests that the City Council award a contract based on those bids.

The Council may: 

• Award a construction contract to Commercial Roofing, Inc. in the amount of $381,117.00; or
• Reject all bids, which will delay the needed repair work and likely result in the WWTP having to go through another winter season with numerous broken skylights.

The low bidder is Commercial Roofing, Inc.  The project is being funded with Waste Water O&M funds budgeted in FY 15.  All expenses other than those for the OSHA approved skylight fall protection (Bid Alternate A) are eligible for insurance reimbursement.

Staff recommends that Council approve the award of W.O. 15-34--WWTP Hail Damage Repairs to Commercial Roofing, Inc. in the amount of $ 381,117.00.
