W.O. 13-20; Arrowhead School Path

PROBLEM/ISSUE STATEMENT

W.O. 13-20; Arrowhead School Path, is a Community Transportation Enhancement Program (CTEP) project that will construct a multi-use access path and trail facility along the south side of the Hi-Ditch from the existing trail system on the east side of Shiloh Road to Arrowhead Elementary.  The project was advertised on May 14th, 21st, 28th, and June 4th in the Billings Times and on the City's Website. Bids were opened on June 9, 2015, and five bids were received. Asphalt Plus, Inc. submitted the lowest responsible bid.

ALTERNATIVES ANALYZED

The Council may:
  • Award Work Order 13-20; Arrowhead School Path to Asphalt Plus, Inc. in the amount of $69,313; or
  • Do not award Work Order 13-20.  If not awarded, the city would need to re-bid or cancel the project, in which case there would not be multi-purpose paths/trail along the south side of the Hi-Ditch from Shiloh Road to Arrowhead Elementary.

The funding for this project was budgeted in FY15 and the sources are CTEP and outside agency matching funds.

RECOMMENDATION

Staff recommends that Council award W.O. 13-20; Arrowhead School Path, to Asphalt Plus, Inc. in the amount of $69,313.
