W.O. 15-33--Solid Waste Landfill Outbound Scale, Construction Contract Award

PROBLEM/ISSUE STATEMENT

The landfill currently has only one scale that is used by the general public to weigh both inbound and outbound traffic.  Consistently high traffic volumes have resulted in long waiting lines.  To help alleviate this problem, a new outbound scale has been purchased.  This project includes constructing the foundation and approaches for the new scale, as well as modifications to the scalehouse to accommodate the new scale.  Other work includes installing new storm drain piping and small amounts of curb, gutter, and sidewalk around the new scale.  The actual setting of the new scale is not included in this project, but will be done by the scale supplier upon completion of the pending construction.

The project was advertised May 21 thru June 4 in the Billings Times and on the City's website. Bids were opened June 9, 2015.  DPS Company submitted the apparent low bid.  Staff requests that the City Council award a contract based on those bids.

ALTERNATIVES ANALYZED

The Council may: 

• Award a construction contract to DPS Company in the amount of $130,839.04; or
• Reject all bids, which will delay the project and result in continued long waiting lines to get into and out of the landfill.

The proposed alternates provide for sliding transaction drawers that allow payments and/or other paper work to be transferred between customers and scalehouse attendants without having to open any windows or having any direct physical contact.  Alternate A includes a new transaction drawer in the remodeled portion of the scalehouse for the new scale.  The existing transaction drawer for the existing scale is old and does not function properly, so it is rarely used.  Alternate B includes replacing the existing transaction drawer with a new one.  It is recommended to award the base bid and both alternates, for a total of $130,839.04.

The low bidder is DPS Company. The project is being funded with Solid Waste funds budgeted in FY 15.

RECOMMENDATION

Staff recommends that Council approve the award of W.O. 15-33--Solid Waste Outbound Scale to DPS Company in the amount of $ 130,839.04.
