PROBLEM/ISSUE STATEMENT

The contract with CTA Architects for the Facilities Master Planning needs to be amended to extend the date of completion and to add the design/oversight fees to move the hearing room for the Municipal Court to the front of 2nd floor, accessible from the Lobby and move offices in that area to the secured portion where the hearing room now functions.The Facilities Master Planning included a specific item in the scope of services to address some of the space challenges on 2nd floor and in the operations of City Court.  This portion of the scope came from a Council Initiative assigned to City Administrator Tina Volek.  The process included meeting with various departments and gathering their input.  CTA partnered with CGL Companies, a Consulting Group that specialize in Facility Master Planning and has broad experience in justice operations in many U.S. cities.  The team's recommendations were brought to a City management group working with the master planning and then two (2) options were selected and presented to Council for short term solutions until the larger Master Plan is implemented.  Within the recommendations, there are other operational recommendations to address Court operations, but this fee addresses the design of the Facility component.
 

ALTERNATIVES ANALYZED

City Council may:
  • Approve the contract amendment or;
  • Disapprove the amendment.  If the amendment is not approved, designing the 2nd floor remodeling will be delayed or the project terminated.

FINANCIAL IMPACT

The amendment is for $20,000, which was part of the project cost estimate that Council approved in the FY 16 budget.  Extending the contract completion date has no financial impact.

RECOMMENDATION

Staff recommends approval of an amendment to the Facilities Master Planning Contract to extend the project completion date to October 30, 2015 and a fee increase of $20,000 for CTA to design and provide oversight to the City Hall 2nd floor remodel/relocating the hearing room to the front lobby area.
