PROBLEM/ISSUE STATEMENT
City Council approved the annexation of Certificate of Survey 832, Tract 1A, which is where Elysian School is located, at the June 8, 2015, Council meeting. As a condition of approval of the annexation, the property owner was to enter into a development agreement with the City of Billings outlining necessary future public improvements, which in this case include streets, storm sewer, water and sanitary sewer. The Elysian School District has submitted the attached Development Agreement, and the Council will consider whether to approve the agreement.
ALTERNATIVES ANALYZED
City Council may:
- Approve the development agreement with the Elysian School District; or
- Disapprove the development agreement.
FINANCIAL IMPACT
There is no financial impact to the City with acceptance of this development agreement.
RECOMMENDATION
Staff recommends that Council approve the development agreement with the Elysian School District.
