PROBLEM/ISSUE STATEMENT
Bids were received by the Distribution and Collection Division of the Public Works Department on November 24, 2015 to purchase one current model self-contained, self-propelled, all terrain, 6”-18” pipe fusion machine. The Distribution and Collection Division's FY 2016 Budget includes funds for this fusion machine. This unit will allow Distribution & Collection crews to fuse large diameter PVC pipe that is utilized in the water main pipe bursting construction.
ALTERNATIVES ANALYZED
↵City Council may:
- Approve purchasing the 2016 pipe fusion machine from MT Water Works, or;
- Disapprove the purchase and reject all bids. The Distribution & Collection division will not be able to fuse large diameter PVC pipe. This will limit the scope of water main pipe burst projects.
FINANCIAL IMPACT
The invitation for bids was advertised on November 12 and 19, 2015. There is sufficient funding in the FY 2016 budget to cover the award. Five bids were received on November 24, 2015. The bids are as follows:

RECOMMENDATION
Staff recommends that Council award the contract for one new current model 2016, self-contained, self-propelled, all terrain, 6”-18” pipe fusion machine to MT Waterworks in the amount of $66,170.00. This is the total bid price plus Alternate #1. Alternate #1 is the McElroy Datalogger 4 and this instrument is required to fuse PVC pipe.
