PROBLEM/ISSUE STATEMENT
On January 14, 2013, the City Council approved a five-year contract with CTA Architects and Engineers, to provide the Airport with architectural and engineering services needed for building and building equipment designs, specifications and bidding documents, and related construction administration. The five-year term contract is amended each time a project is undertaken, and Amendment 4 for $236,622 includes the services listed above for this project.
The project CTA will be designing will be the first phase of the Terminal Building upgrades. This project will be located on the east end of the B Concourse and will remove the east end stairwell, add on 2,000 square feet to the existing building, demolish the existing restroom areas, and reestablish all of the space in a configuration for new restrooms and a new Concourse B food and beverage concession. The newly constructed space will also accommodate a dump station on the ramp level for the airlines to empty their lavatory carts. The estimated construction costs for the project is at $2,300,000. The scope of work and associated fees for this project were reviewed and subsequently negotiated between staff and CTA. Staff believes the fees for this project are acceptable for this architectural work.

ALTERNATIVES ANALYZED
City Council may:
- Approve Amendment 4 for architectural services with CTA; or
- Decline to approve Amendment 4 with CTA, and advise staff on how to proceed.
FINANCIAL IMPACT
The total cost of Amendment 4 is $236,622. The architectural fees are funded 90% with Federal Aviation Administration (FAA) Airport Improvement Program (AIP) entitlement grant funds and 10% local match funds. It is anticipated that the FAA's portion will be $212,959.80 and the City's match will be $23,662.20. This project's local match funds are available in the Airport's Capital Account.
RECOMMENDATION
Staff recommends the City Council approve Amendment 4 with CTA Architects and Engineers for the architectural services for the Concourse B Upgrade project for the amount of $236,622.
