PROBLEM/ISSUE STATEMENT
On April 9, 2012, the City Council approved a five-year contract with Morrison-Maierle, Inc. to provide all the project designs, surveys, development of project plans, specifications and bidding documents required for the Aviation and Transit Department for civil engineering work. The five-year term contract is amended each time a project is undertaken, and Amendment 23, for $294,205, includes all of the design services above for this project.
The Pond D Storm Water System project will enhance the Airport's ability to collect and convey storm water from the airfield, specifically the areas between Taxiway A and the main Runway, into the new detention Pond D and then via pipe into Alkali Creek. The project consists of five phases: Storm Water Pipe Construction in the Sun Valley Drainage to Alkali Creek; Construction of Detention Pond D; Airfield Storm Water Pipe Construction, West and East Side Open Channels to Pond D, and Northeast Drainage Modifications. The overall impacts of the project will help to reduce the amount of surface flow water that flows into the various natural drainage ways that are north of the Airport. The estimated construction cost of all phases is around $6,000,000. The scope of work and associated fees have been negotiated by staff and are acceptable for this engineering work.

ALTERNATIVES ANALYZED
City Council may:
- Approve Amendment 23 for the Engineering Services with Morrison-Maierle, Inc.; or
- Decline to approve Amendment 23 with Morrison-Maierle, Inc. and advise staff on how to proceed.
FINANCIAL IMPACT
The total cost of the Engineering Services in Amendment 23 is $294,205. These fees are funded 90% with Federal Aviation Administration (FAA) Airport Improvement Program (AIP) entitlement grant funds and 10% with local match funds. The FAA's grant funding will be $264,784.50 and the City's local match will be $29,420.50. This project is included in the current budget, and local match funds are budgeted and available in the Airport's Capital Account.
RECOMMENDATION
Staff recommends the City Council approve Amendment 23 with Morrison-Maierle, Inc., for the amount of $294,205, for the engineering design services for the Pond D Storm Water System Design.
