PROBLEM/ISSUE STATEMENT
This project will renovate and remodel the existing Chemical Building at the Water Treatment Plant (WTP), update and enhance the plant's chemical treatment system (chemical feeder lines, pumps, etc.), construct a new UV disinfection facility, install new flow meters in the Control Structure, install redundant effluent and backwash supply lines, and all associated electrical and site work.
The project was advertised November 19 thru December 10 in the Billings Times and on the City's website. Bids were opened December 22, 2015, and four (4) companies submitted bids. COP Construction submitted the apparent low bid. State law requires that the City Council take action on the bids at the first meeting following bid opening.

ALTERNATIVES ANALYZED
The Council may:
- Award a construction contract to COP Construction for Bid Schedules I and II in the amount of $6,904,700.00; or
- Reject all bids, which will delay the entire project and the ability to upgrade the plant’s disinfection processes.
FINANCIAL IMPACT

The low bidder is COP Construction. The project is being funded with water funds. There are adequate funds approved in the FY 2016 budget to cover all costs of Bid Schedules I and II.

RECOMMENDATION
Staff recommends that Council award a construction contract to COP Construction for Bid Schedules I and II in the total amount of $6,904,700.00 for W.O. 15-10--WTP Chemical Building/Disinfection Improvements.
