PROBLEM/ISSUE STATEMENT
In 2006, the City Council passed a resolution to formally adopt a Purchasing Policy and authorized a procedures manual which outlines the various methods of appropriate procurement practices used by the City of Billings. Those practices are designed to produce an efficient and equitable system of public purchasing by the City while obtaining the best pricing. State law requirements regarding municipal contracts have changed since 2006, which necessitate amendments and updates to the policy document, consisting of date changes and minor housekeeping edits. The purchasing procedures will also be amended by Administrative Order to reflect necessary modifications.
ALTERNATIVES ANALYZED
City Council may:
- Approve, or;
- Disapprove the amended resolution. Disapproval will mean the policy and accompanying procedures will not be in compliance with all Federal and State laws as they may apply.
FINANCIAL IMPACT
There is no financial impact.
RECOMMENDATION
Staff recommends City Council approve the attached resolution amending and updating the City's purchasing policy.
