PROBLEM/ISSUE STATEMENT

City Council created an Initiative to find short term solutions for the Municipal Court functioning on 2nd floor of City Hall.  Staff made the project a sub-unit within the Facilities Master Planning process that was conducted in FY 15 and FY16.  The recommendation is a project that moves the back secondary hearing room to the front portion of the floor (northeast) accessible from the Lobby and to then relocate some offices with the City Attorney's Division to the area vacated by the current secondary courtroom.  In addition, the moves on 2nd floor resulted in the opportunity to better organize the Legal Department, which is split between the first and second floors.  Staff requested alternate bids to remodel a portion of the space on 1st floor so that open area in a former vault can be used for more private offices, victim-witness interviews and attorney meetings.

ALTERNATIVES ANALYZED

The City Council may award a contract to the low bidder or may reject all bids and direct staff whether to request new bids. 
An Invitation for Bids was published and the City received six (6) bids for this project, which were opened on Tuesday, January 26, 2016.  The lowest bidder was Cucancic Construction, Inc.:  $135,000 for the base bid (2nd floor) and $55,000 for alternate #1 (1st floor) for a total of $190,000. The Bid table is shown below.

FINANCIAL IMPACT

The 2nd floor project was approved by City Council as a Supplemental Budget Request (SBR) in the FY16 Non-Departmental budget.  Personnel vacancy savings in the Legal Department can be used to fund the 1st floor work.

RECOMMENDATION

Staff recommends that the City Council award this project contract to Cucancic Construction, Inc. for the base bid and Alternate #1, totaling $190,000.
