PROBLEM/ISSUE STATEMENT

WO 09-15, Grand Avenue project, will widen and reconstruct Grand Avenue from Zimmerman Trail to Shiloh Road.  This includes constructing two roundabouts, street lighting, widening to a 5 lane section with median curb, and storm drain improvements.  The roundabouts will be constructed at 38th Street West and the future 36th Street West with HAWK signals for pedestrian crossings.  Sidewalk will be constructed on the north side and a multi-use path will be constructed on the south side.  Street lighting will be constructed from 30th Street West to Shiloh Road.  Storm drain will be constructed from Shiloh Road to Zimmerman Trail.  Water and sanitary sewer mains and services will be extended into vacant properties on both sides for future development.  The project was bid on February 23rd.  There were two bids for W.O. 09-15. Knife River was the lowest responsible bidder.

ALTERNATIVES ANALYZED

City Council may:
  • Approve the construction contract for WO 09-15 with Knife River in the amount of $3,816,036.32; or,
  • Do not approve the construction contract.  If the project is not approved, Grand Avenue will not be constructed at this time.

RECOMMENDATION

Staff recommends that the City Council approve a contract with Knife River for WO 09-15 in the amount of $3,816,036.32.
