Award of the Airport Improvement Program (AIP) Funded Taxilane East Construction Project

PROBLEM/ISSUE STATEMENT

Included in the Airport's Capital Improvement Program is the Taxilane East Construction Project.  This project will extend the east taxilane, installing 400' of new 8" thick asphalt pavement that will provide aircraft access to the airfield's taxiway and runway system for existing and future hangars on the extreme east end of the Airport.  The majority of the project is funded with Federal Aviation Administration (FAA) Airport Improvement Program (AIP) grant funds.

The project was advertised in the Billings Times on February 25, March  3 and 10, and was posted on the City's Website. In spite of these efforts, only one bid was received for this construction contract when bids were opened March 15, 2016.

Staff reviewed the bid and recommends award to the sole bidder, Knife River.

 

ALTERNATIVES ANALYZED

City Council may:
  • Approve the award of the Taxilane East Construction Project to Knife River; or
  • Reject the bid and delay the project.

FINANCIAL IMPACT

The total cost of this project is $385,297.  This project is funded with 90% AIP entitlement grant funds and 10% local match funds. The FAA's portion will be $346,767.30 and the City's local share match will be $38,529.70.  The funding for this project is included in the Airport's Capital budget.

RECOMMENDATION

Staff recommends that the City Council approve the bid award for the East Taxilane Construction Project to the sole bidder, Knife River, for the amount of $385,297.
