Approve Contractor for Concrete Restoration - Parking Garages I, II, III

PROBLEM/ISSUE STATEMENT

In 2014, Walker Restoration Consultants completed a condition appraisal audit for the City of Billings Parking Structures I, II, and III.  The audit identified the need for concrete repairs, concrete waterproofing, and miscellaneous repairs in each garage.  The structural repairs were divided into three phases: Concrete, Waterproofing, Mechanical/Electrical Systems/Miscellaneous repair. Walker recommended focusing on the concrete and waterproofing repairs in order to minimize future deterioration and corrosion activity of structural components in each of the structures.

ALTERNATIVES ANALYZED

City Council may:
  • Approve the low bid and award a contract to Restocon Corp, or;
  • Reject all bids.

FINANCIAL IMPACT

The 2016 Parking Fund Construction and Capital budget is $285,900.00 to cover the concrete restoration work on all three parking structures.  Since the low bid exceeds the budgeted amount, other spending will be reduced or staff may request a budget amendment at a future meeting.

On Tuesday, February 24, 2016, the following bids were submitted and announced for the Concrete Restoration of City Parking Structures I, II, and III:

RESTOCON CORPORATION - all documentation was submitted and amendment was noted.  Bid amount - $309,201.00

JOHN ROHRER CONTRACTING COMPANY - documentation was submitted.  Amendment was NOT noted.  Bid amount - $354,084.00

FISHER CONSTRUCTION - all documentation was submitted and amendment was noted.  Bid amount - $434,686.00

PIONEER WATERPROOFING CO. INC. - all documentation was submitted and amendment was noted.  Bid amount - $717,043.00
 

RECOMMENDATION

Staff recommends that the City Council award a contract for parking garage concrete restoration with  RESTOCON CORPORATION for a total of $309,201.
