PROBLEM/ISSUE STATEMENT
The final draft of the FY 2017-2021 Capital Improvement Plan (CIP), the FY 2017 Equipment Replacement Plan (ERP), and the FY 2017 Technology Replacement Plan (TRP) were presented to the City Council at the March 7, 2016 work session. Council is being asked to hold a public hearing and consider adopting the three plans. Adoption will allow staff to include the FY 2017 projects in next year's proposed budget.
ALTERNATIVES ANALYZED
The City Council may:
- Hold a public hearing and adopt the CIP, ERP, and TRP as presented.
- Hold a public hearing and take no action. Staff will not include the plan elements in the City’s proposed FY 17 budget.
- Hold a public hearing, amend the plans to include any desired projects and changes, and adopt the CIP, ERP, and TRP as amended.
- Hold a public hearing and defer action to a later Council meeting.
FINANCIAL IMPACT
The CIP, ERP, and TRP are financial tools that indicate the City's priorities when the City departments prepare their annual budget proposals. For the FY 2017 budget, the proposed CIP shows expenditures totaling $110,677,992. The ERP recommended rolling stock replacements total $5,524,662 and $1,686,629 in supplemental budget requests for a total of $7,211,291 for FY 2017. The TRP for FY 2017 would result in expenditures totaling $1,005,923, of which $626,510 is for capital and $379,923 for operating and maintenance expenses. Council amendments and the availability of funds in FY 2017 and future years could affect the actual costs of the items in those programs. Copies of the CIP, ERP, and TRP are on file in the City Clerk's Office.
RECOMMENDATION
Staff recommends that the City Council approve the FY 2017 to FY 2021 CIP, the FY 2017 ERP and the FY 2017 TRP.
