On April 9, 2012, the City Council approved a five-year contract with Morrison-Maierle, Inc. to provide all the construction administration, construction survey, on site construction inspection, and project closeout for civil engineering work that the Aviation and Transit Department requires during the five-year term. This term contract is amended each time a project is undertaken, and Amendment 24, for $357,268, includes all of the services listed above for the Pond D Storm Water System project.  
This project has multiple phases, which Council approved at the May 9, 2016 City Council meeting.  The project will enhance the Airport's ability to collect and convey storm water from the airfield, specifically the areas between Taxiway A and the main runway, into the new detention Pond D and then convey that water via pipe into Alkali Creek.  Amendment 24 will provide the engineering services required during the construction of the project, specifically the construction administration, construction inspection, and all survey work.  The scope of work and associated fees were negotiated by staff and are acceptable for this engineering work. 

City Council may:

• Approve Amendment 24 for the engineering services with Morrison-Maierle, Inc.; or
• Decline to approve Amendment 24 with Morrison-Maierle, Inc. and advise staff on how to proceed.

The total cost of the engineering services in Amendment 24 is $357,268.  These fees are funded 90% with Federal Aviation Administration (FAA) Airport Improvement Program (AIP) entitlement grant funds and 10% with local match funds.  The FAA's grant funding will be $321,541.20 and the City's local match will be $35,726.80.  This project is included in the current budget, and local match funds are budgeted and available in the Airport's capital account.

Staff recommends that the City Council approve Amendment 24 with Morrison-Maierle, Inc., for the amount of $357,268, for the construction administration services required for the Pond D Storm Water System Project.
