Right-of-Way Easement: W.O. 16-06 SBURD Sanitary Sewer Phase 2

PROBLEM/ISSUE STATEMENT

W.O. 16-06 SBURD Sewer Phase 2 project will install approximately 3,400 lineal feet of new sewer in areas where there currently is none. The area is bounded on the north and south by Morgan and Francis Ave and bounded on the east and west by Jackson St. and Hallowell Ln.  New mains and sewer service connections to property lines will be installed. There is one length of new sewer main (approximately 600 lineal feet) where an easement is required to serve 146 Jackson St. as well as all the properties on Frances Avenue west of Jackson Street to Viceroy Street. Staff has negotiated with the property owner of the necessary easement area and they have agreed to an easement which is shown on the attached easement exhibit.

 

ALTERNATIVES ANALYZED

The Council may:
  • Approve the Right-of-Way Easement; or
  • Do not approve the Right-of-Way Easement. If the Right-of-Way Easement is not approved, the sewer main cannot be constructed and the property owners on Frances will not be able to be served by the City sanitary sewer.

FINANCIAL IMPACT

There is no cost to the City for the Right-of-Way Easement due to the fact that the sewer line will provide service to the subject property.

RECOMMENDATION

Staff recommends that the City Council approve the Right-of-Way Easement for WO 16-06 SBURD Sewer Phase 2 project.
