PROBLEM/ISSUE STATEMENT
The following levy/annual assessments and property tax resolutions have been completed by the Finance Division and the assessments are ready to be spread on the tax files.
There is a mill increase of 4.34 (104) in FY 2017 for General Fund, Transit, Library, and Public Safety 1 levies. The mills were decreased last fiscal year from 109 mills to 99.66 mills after the Certified Value was received from the State due to the Reappraisal Cycle. The TBID assessment is $2 per rented room per night and has not changed from last year. The DBID assessment is based on many factors which includes total square footage, count of all parcels, total taxable value, and total building square footage within the district. For FY 2017, 629 parcels will see an average increase of $148.00 and 426 parcels will see an average decrease of $375.00. The assessments for the DBID will total approximately $320,000.
These levy/assessments are listed as sub items under one agenda item. The Council may conduct one public hearing where anyone may speak about any of the assessments. After the public hearing is closed, the Council will need to take action on each individual levy/assessment resolution. All assessments take a majority vote.

ALTERNATIVES ANALYZED
The Council must hold a public hearing and then may:
- Approve the resolutions; or
- Amend and approve the resolutions
- Not approve the resolutions
FINANCIAL IMPACT
Establishing these mills will allow the City's General, Public Safety I, Transit, and Library funds to be adequately funded for the upcoming fiscal year.
RECOMMENDATION
Staff recommends that the City Council conduct one public hearing for all of the levy/assessments and approve each individual resolution.
