PROBLEM/ISSUE STATEMENT
Included in the Airport's Capital Improvement Program is the Concourse B Upgrades project, which will be the first project of the Terminal Building Upgrade Program. This project will be located on the east end of the Concourse B and will provide new, larger men's and women's restrooms, a new gate area for Cape Air passengers, and a new food and beverage concession area. The project will temporarily relocate the hold room area for the Cape Air passengers, but since the project will be completed in phases, restrooms will be available during the project. Airline operations should not be impacted during the construction period.
This project was advertised in the Billings Times on May 5, 12, 19, and 26, as well as posted on the City's Website. On May 31, 2016, the following bids were received for this project:

ALTERNATIVES ANALYZED
City Council may:
- Approve the award of the Concourse B Upgrades project; or
- Decline to approve the award, reject all bids, and delay the project.
FINANCIAL IMPACT
The total cost of this project is $1,239,260.00. This project will have multiple funding sources. $1,083,556.80 of the project will be funded with Airport Improvement Program (AIP) entitlement grant funds, $155,703.20 with a local share match, and the balance, which is not eligible for grant funding, will be paid for with local capital funding. Local share and local capital portions are available in the Airport's capital funds.
RECOMMENDATION
Staff recommends the City Council accept the low bid and approve a contract for the Concourse B Upgrades project with General Contractors Inc., for the amount of $1,239,260.00
