Award of the Hydraulic Tip-Up Hangar Door Replacement Project

PROBLEM/ISSUE STATEMENT

Included in the Airport's Capital Improvement Program is the Hydraulic Tip-Up Hangar Door Replacement project. This project will replace a 30-year-old 60' x 24' hangar door on one of the City owned aircraft hangars with a new hydraulic tip-up door.  The existing hangar door is a cable lift bi-fold door that has reached the end of its service life.  Replacement parts for this door are no longer available and the door will not operate during a power outage.  The old door will be replaced with a new hydraulic tip-up door that is lighter, has battery back up operating functionality, and has a higher opening that allows aircraft with taller tails to access the hangar.

This project was advertised in the Billings Times on May 12 and 19, as well as posted on the City's Website.  On May 24, 2016, the following bids were received for this project:

ALTERNATIVES ANALYZED

City Council may:
  • Approve a contract with Fisher Construction for the Hydraulic Tip-Up Hangar Door Replacement project; or
  • Decline to approve the award, reject all bids, and delay the project.

FINANCIAL IMPACT

The total cost of this project is $63,550. The project is included in the Airport's current budget and funds are available in the Airport's capital account.

RECOMMENDATION

Staff recommends the City Council approve the award of the Hydraulic Tip-Up Hangar Door Replacement project to the low bidder, Fisher Construction, for the amount of $63,550.
