PROBLEM/ISSUE STATEMENT
The Montana Districting and Apportionment Commission has scheduled a hearing in Billings at 6:30 p.m. Monday, April 19, at the MSU-B downtown campus to take public comment on the criteria it should use to redraw State legislative districts for 2014. This event falls on the same night as the regularly scheduled Council Work Session. At its April 5 Work Session, the City Council decided to postpone its April 19 Work Session until 5:30 p.m. Tuesday, April 20, so that members of the Council can attend and testify at the redistricting hearing.
Approval of 3/4 of the members present will be needed to add the item to the consent agenda for the April 12 Business Session.
The Council Chamber has been reserved for April 20.

ALTERNATIVES ANALYZED
The Council may:
- Vote by at least 3/4 of those present to add the item to the April 12 agenda, and approve postponing the April 19 Work Session to 5:30 p.m. April 20; or
- Vote by at least 3/4 of those present to add the item to the April 12 agenda, and not approve postponing the April 19 Work Session; or
- Decide not to add the item to the April 12 Business Session agenda.
FINANCIAL IMPACT
There is no cost to postponing the meeting to April 20.
RECOMMENDATION
It is recommended that the City Council add this item to the April 12 agenda by at least a 3/4 vote of those present and change its Work Session from April 19 to 5:30 p.m. on April 20 in the Council Chambers to allow the Council and staff to participate in the Montana Districting and Apportionment Commission hearing.
