PROBLEM/ISSUE STATEMENT
W.O. 16-14 includes developing a viable solution for stormwater management on Billings’ West End for existing and future City arterial and collector roads and existing and future City subdivisions. The study area is generally described as Shiloh to 70th and Rimrock to Hesper, with a focus on areas within the Limits of Annexation and areas currently served by water and sewer. Staff requested the services of an engineering firm to write the plan and DOWL was selected through the Request for Proposals (RFP) process. Other firms considered were HDR, KLJ, and Sanderson Stewart. The contract amount is $198,691.
ALTERNATIVES ANALYZED
The Council may:
- Award the Contract for Professional Services to DOWL; or
- Do not award the contract. If the contract is not awarded, development on the West End will continue without following a comprehensive stormwater management plan.
FINANCIAL IMPACT
The cost of professional services is $198,691. FY 2017 Storm Drain Funds will be used for this project.
RECOMMENDATION
Staff recommends that Council approve a Contract for Professional Services with DOWL for $198,691 for W.O. 16-14; West Billings Stormwater Development Plan.
