The professional services contract with HDR Engineering, Inc. for design of Work Order 09-15 Grand Avenue, Zimmerman Trail to Shiloh Road, was approved at the November 9, 2009, City Council Meeting.  Design was delayed to allow discussion of access issues with the adjacent property owners and due to the fact that construction will not be until 2016.  The original contract with HDR Engineering, Inc. did not include the design of roundabouts, development of the specifications, or construction administration.  Contract Amendment #1 was approved in 2014 for the design of the roundabouts.  With the design of the contract, it was decided that the construction contract would last for 120 days, and Contract Amendment #2 was approved in 2015 for construction administration for a 120 day construction project.  During the bidding process and after discussions with the potential contractors, it was decided to expand the construction contract to 150 days.  Contract Amendment #3 includes contract administration for the extra 30 days of construction.  The construction administration includes full time inspection and testing during construction.  

The Council may:
• Approve Professional Services Contract Amendment #3 in the amount of $58,590.00; or
• Do not approve Professional Services Contract Amendment #3.  If not approved, construction administration will have to re-evaluated for the last 30 days of construction.  This would make construction difficult for the last 30 days and there would be little to no oversite of the contractor.

This Contract Amendment #3 is for $58,590.00 and brings the total professional services contract with HDR Engineering, Inc. to $624,758.00.  Funding for this project is from arterial and gas tax funds.  There is sufficient funding in the budget for this amendment.

Staff recommends that Council approve Professional Services Contract Amendment #3 with HDR Engineering, Inc. in the amount of $58,590.00 for W.O. 09-15, Grand Avenue, Zimmerman Trail to Shiloh Road.
