PROBLEM/ISSUE STATEMENT


In the FY 2017 budget, Council approved $150,000.00 for the Parks, Recreation and Open Space Comprehensive Plan study.  This study is an update to the Parks 20/20 Plan which is over 17 years old and will be used to provide specific short and long-term strategies as well as an optimal delivery system of parks and recreation services.  It is also consistent with the City Council Strategic Plan and will addresses several strategies within that plan as they relate to parks and recreation including Comprehensive, Orderly Growth and Quality of Life.  

On April 14th, staff sent out a Request For Proposals (RFP) to qualified firms.  Seven firms submitted responses.  The Selection Committee identified 4 firms to interview and finally selected PROS Consulting of Indianapolis, Indiana as the top ranked firm.  After negotiating the scope of work, a fee of $109,745.00 was agreed upon, pending approval by Council.  This study will be extensive and take 12 to 14 months to complete.     








 

ALTERNATIVES ANALYZED

City Council may:
  • Approve funding of the Parks, Recreation and Open Space Comprehensive Plan, or;
  • Disapprove funding and provide staff with additional guidance.

FINANCIAL IMPACT

There will be no additional impact of this project to the City.

RECOMMENDATION

Staff recommends Council approve a contract for $109,745.00 to have PROS Consulting of Indianapolis Indiana conduct the Parks, Recreation and Open Space Comprehensive Plan for the City of Billings Parks and Recreation Department.
