PROBLEM/ISSUE STATEMENT
The fire at Rose Park Pool Operations Building on March 31, 2016 caused significant damage to the structure. The building was scheduled to be replaced in FY 2018 but due to the extent of the fire damage, the replacement of this structure needs to be accelerated in order to have a new pool operations building ready for the 2017 pool season next June.
On April 21st staff issued a two part Request For Proposals (RFP) to provide professional services. Four firms responded and the Selection Committee chose CTA Architects Engineers of Billings as the top ranked firm. After negotiations with CTA, a scope of work and fee was agreed upon pending Council approval. Part one will analyze the existing pool operations facility, develop conceptual designs and provide cost estimates. The fee for this work will be $34,892.00 and will provide an Architects Estimate of Probable Costs to replace this structure. Staff will then re-prioritize current funded Capital Improvement Projects to make this project a top priority and then seek approval by Council. Once approved, part two of the consultant's contract will consist of final design services and include final design, construction documents, and construction administration of the replacement facility. Cost of these services will be $88,544.00. The total services provided by CTA Architects Engineers will be $123,436.00.
ALTERNATIVES ANALYZED
City Council may:
- Approve a contract with CTA Architects - Engineers for professional services to replace the Rose Park Pool Operations Building , or;
- Do not approve the contract and provide staff with additional guidance.
FINANCIAL IMPACT
There is no financial impact to the City.
RECOMMENDATION
Staff recommends Council approve a professional services contract with CTA Architects/Engineers in the amount of $123,436.00 for the Rose Park Pool Operations Building replacement.
