PROBLEM/ISSUE STATEMENT
Included in the Airport's Capital Improvement Program is the Taxilane West Construction Project. The Airport is running out of developed areas to lease and allow for the construction of larger hangars. This project will develop a new area for the construction of larger aircraft hangars. The project includes 550 feet of new taxilane, 33,000 square feet of itinerant aircraft parking ramp, 1,400 feet of access roads, and 600 feet of water main lines.
This project was advertised in the Billings Times on June 6, 16, and 23, and was posted on the City's Website. On June 28, 2016, the following bids were received:

ALTERNATIVES ANALYZED
City Council may:
- Approve the award of the Taxilane West Construction Project; or
- Decline to approve the award, reject all bids, and delay the project.
FINANCIAL IMPACT
The total cost of this project is $1,167,189.80. This project will be funded 90% with Federal Aviation Administration (FAA) Airport Improvement Program (AIP) entitlement grant funds and 10% local match funds. The FAA's grant funding will be $1,050,470.82 and the City's local match will be $116,718.98 The local match funds are budgeted and available in the Airport's Capital Account.
RECOMMENDATION
Staff recommends the City Council accept the low bid and approve the contract award for the Taxilane West Construction project with Knife River for the amount of $1,167,189.80.
