PROBLEM/ISSUE STATEMENT
Council is asked to approve Amendment No. 3 to the City's professional engineering services contract with HDR Engineering for W.O. 14-11 in the amount of $6,907,400.00. The Water Reclamation Facility will be upgraded to improve nutrient removal and expanded to increase capacity. Corrosion and odor control improvements will also be included, and the administration building will be remodeled and expanded. HDR was awarded the original contract in June 2014 which covered project design and bidding services. Approved contract Amendments Nos. 1 and 2 are enabling HDR to complete the design phase work. The total amount of the original contract and the two amendments is $5,018,600. Start of project bidding is scheduled for September 2016.
Contract Amendment No. 3 is for necessary engineering administration services during and after project construction. The project scope generally includes the following work items:

- Project Initiation, Coordination and Management
- Construction Phase: initiation, office assistance and administration, overall project inspection, electrical inspection, project acceptance, and post-construction warranty services.
- Training, Startup and Electronic Operations Manual Phase: new equipment training, equipment start-up, and electronic operations manual development
- Operations Assistance: one year of plant operation assistance after project completion
- Application Software Programming: programing for the plant SCADA system, including PLC ladder logic and associated HMI configurations; includes system integration support and testing as well as field commissioning startup and post-startup support
ALTERNATIVES ANALYZED
City Council may:
- Approve Contract Amendment No. 3 with HDR Engineering, or;
- Disapprove Contract Amendment No. 3 with HDR Engineering. If this project is not completed, the City will be unable to meet the requirements of the new wastewater discharge permit to be issued by MDEQ and will not have the capacity to treat increased flows to the Water Reclamation Facility expected in the years to come.
FINANCIAL IMPACT
Contract amendment #3 is in the amount of $6,907,400.00 and funding for this project has been budgeted in FY17.
RECOMMENDATION
Staff recommends that Council approve Amendment No. 3 to the City's professional engineering services contract with HDR Engineering for W.O. 14-11 in the amount of $6,907,400.00.
