The residents along Dorothy Lane have the desire to construct public improvements to their street. These improvements generally consist of street, storm drain, drive approach and curb/gutter improvements to Dorothy Lane as shown on the attached exhibit. At the April 12, 2010 Council Meeting, Council passed Resolution of Intent No. 10-18924. Passage of the Resolution of Intent also set the date of the public hearing for this Council Meeting, and triggered mailings of notification and protest information to all properties within the District. Notifications and protest information were mailed on April 15, 2010. The protest period ended on April 30, 2010, and all protests will be announced at the Council Meeting. Upon holding a public meeting, passage of the Resolution Creating the District is the next step in the SID process.

The Council may:
• After holding a public hearing, approve Resolution Creating SID 1388; or
• After holding a public hearing, do not approve the Resolution Creating SID 1388.

The total estimated costs of the improvements are $452,000. Costs associated with the improvements will be paid for by assessments levied against the properties with Dorothy Lane addresses.  Funding also includes gas tax and storm drain funds. The gas tax will be used to pay for improvements in front of city property and to corner lots in accordance with the SID policy. The storm drain funds will be used for a portion of the overall storm drainage system to account for storm drainage from City property. A total of 46 properties will be assessed in the SID. Each property will be assessed on a per property basis for street, storm drain and drive approach improvements and on a lineal footage basis for curb/gutter and sidewalk improvements as detailed in the Resolution of Intent.

Staff recommends that Council approve the Resolution Creating SID 1388.
